A Cosmetic Product Safety Report (CPSR) is a legal requirement for any brand selling cosmetic products in the UK or EU. This assessment ensures your formulations meet all safety and regulatory standards under the UK Cosmetic Regulation and EU Cosmetic Regulation (EC) No 1223/2009.

Our CPSRs are prepared by a senior cosmetic chemist and toxicologist with over 20 years of experience in toxicology, microbiology, and formulation science — ensuring every report meets the highest regulatory and scientific standards.

Pricing – Based on Base Formula Ingredient Count

The base CPSR price is determined by the number of ingredients in your base formula:

• 1–5 ingredients: £125 + VAT
• 6–9 ingredients: £150 + VAT
• 10–15 ingredients: £200 + VAT
• 16-25 ingredients: £250 + VAT 

Formulas with more than 25 ingredients will require a custom quote. Please contact us to discuss.

Add Up to 3 Variants – £50 + VAT Each

You can add up to three variants to your CPSR for £50 + VAT per variant.

What qualifies as a variant?

• The base formula must remain unchanged (no ingredients can be removed)
• You may add up to 5 additional ingredients per variant
• Variants often differ by scent, colour, or actives

Examples:

• A body butter with different fragrance options
• A tinted version of a lip balm
• A shampoo with additional botanical extracts

What You’ll Need to Provide

• Completed CPSR Submission Form
• MSDS (Material Safety Data Sheets) for all ingredients
• Allergen declarations (for essential/fragrance oils)
• IFRA certificates (for fragrance/flavour oils)
• CI numbers for any colourants, glitters, or micas
• Directions for use
• Stability and microbiological test data (if available)

Turnaround Time

We aim to deliver all CPSRs within 4–6 weeks of receiving complete documentation and a finalised formula.

Important Notes

• Each CPSR covers one product and one intended use area.
• If your product will be used across multiple areas (e.g. lips and body), or if variants exceed 5 added ingredients, a new CPSR is required.
• Where applicable, we may advise on the need for additional testing (e.g. Challenge Testing, TVC).
