cosmetic product safety report (cpsr) – single product assessment (uk & eu compliant)

A Cosmetic Product Safety Report (CPSR) is a legal requirement for any brand selling cosmetic products in the UK or EU. This assessment ensures your formulations meet all safety and regulatory standards under the UK Cosmetic Regulation and EU Cosmetic Regulation (EC) No 1223/2009.

What’s Included

• Valid full toxicological review for sale in the UK and EU

• One single product - you can add up to 3 product variations to your CPSR for £50+VAT per variant. (You may submit additional variants within 12 months – an admin fee of £50+VAT per variant applies).
• Turnaround time - we aim to deliver all CPSRs within 4 weeks of receiving complete documentation and a finalised formula.

What qualifies as a variant?

To be eligible as a variant:

• The base formula must remain unchanged (no ingredients removed or switched)
• You may include only colours or Fragrance/Essential/Flavour Oils at a maximum of 10% of the final formulation
  

Examples:

• A body butter with different fragrance options
• A tinted version of a lip balm
• A soap bar with added herbal parts such as rose petals
  

What You’ll Need to Provide

All necessary documentation must be provided before submitting your product for CPSR assessment. Incomplete or missing documents may result in delays, additional administrative fees, or unsuccessful approval. Preparing your documents in advance ensures a smooth and efficient assessment process.

• Completed CPSR Submission Form with your product formulation and details (download from our Submission Hub)
• MSDS (Material Safety Data Sheets) for all ingredients
• Allergen declarations (for essential/fragrance oils)
• IFRA (51st amendment) certificates (for fragrance/essential/flavour oils)
• Colour Index (CI numbers) breakdowns for any colourants, glitters, or micas
• Directions for use
• Stability Test results with shelf life conclusion
• Challenge Test (PET) results (if required based on the product type)
• Physical-Chemical-Microbiological Specifications of the product
  
• Packaging material information & Compatibility information 
• GMP Statement
