Stay Compliant: EU Fragrance Allergen Rules Are Changing

If you sell cosmetic products in the EU, this is something you can’t afford to ignore.

The European Union is expanding its list of fragrance allergens from 24 to over 80 substances. This will directly impact your formulations, CPSRs, and product labels.

If your compliance isn’t updated in time, your products could no longer be legally sold.

What’s Changing?

The updated regulations require more detailed allergen disclosure to better protect consumers, particularly those with sensitivities.

This isn’t about restricting formulations. It’s about increasing transparency and ensuring products can be used safely and with confidence.

Key Deadlines

31st July 2026 — New Products (Placed on the Market)

From this date, any of the 80+ allergens present above the declaration threshold must be included on the ingredient list.

31st July 2028 — Existing Products (Made Available on the Market)

Products already on the market before July 2026 must be updated. After this date, any product that does not declare the newly required allergens can no longer be sold in the EU.

Allergen Declaration Thresholds

0.01% for rinse-off products (e.g. cleansers, shampoos)

0.001% for leave-on products (e.g. creams, balms, serums)
